采用单一来源采购方式的原因及说明：1、客观性：2023年是全面贯彻落实党的二十大精神的开局之年，是“八八战略”实施20周年，也是杭州亚运会举办之年。为深入贯彻《关于“在湖州看见美丽中国”城市品牌打造的实施意见（2020年-2022年）》的指导思想，围绕“五位一体”总体布局和“四个全面”战略布局，完整、准确、全面地贯彻新发展理念，坚持系统观念，加强前瞻性思考、全局性谋划、战略性布局、整体性推进，立足“将德清建设成为社会主义现代化先行区”的总体目标，以德清“人有德行，如水至清”的城市品牌形象推广语为主线，全面展示德清政治、经济、社会、文化、生态各方面的建设成就，故需启动该项目的实施。
2、不可替代性：
本项目的开办需根据德清的发展方向、历史方位、战略定位，提炼主题，丰富内涵，构建系统完整的价值体系，通过全媒体、全球化立体系统地介绍德清方案。新华社国家高端智库是中国国家高端智府方阵中唯一的媒体型单位，依托遍布全球的采集网络和研究力量，以开阔的国际视野和深厚的调研能力，以政策研究为主攻方向，将针对此项目开展前瞻性、针对性、储备性课题研究和重大思想理论学术研究。
本项目不仅需要在全国精确地传播德清浓厚的历史文化底蕴和精神文明建设成就，还需要树立德清良好国际形象，以高效务实的服务切实助力德清“走出去”，全方位提升德清在海外的美誉度、知名度和影响力。新华社是世界性通讯社，具备独家信息源，是全球最大通讯社联合组织——全球通讯社联盟的创始者之一，是世界媒体峰会的发起国通讯社，与世界100多个国家和地区的通讯社或新闻机构有新闻信息稿件互供合作，且与联合国各类机构建立起常态化沟通联系机制。
本项目在做好德清城市建设品牌规划的同时，将与德清文化系统共建品牌形象推介的新平台，通过权威平台多渠道、多形式、全方位传播德清高质量发展新形象。作为国内最大的新闻图片采集和发布机构，新华社拥有遍布全球近200个国家和地区的高素质专业新闻摄影队伍和优秀签约摄影师队伍，发布内容时效性、权威性强，为德清进一步扩大品牌影响力提供有效渠道，为进一步走向世界铺路架桥。
综上，本项目创意策划精确度、国内外传播覆盖度、传播渠道多样性、传播资源专业性上都提出了很高的要求。新华社作为我国唯一的国家通讯社，承担着党的耳目喉舌、智库和消息总汇职能。因新华社与德清已有良好的合作基础，对德清品牌传播进行专题研究规划，本着“高起点规划、高标准执行、高质量传播”的原则，协助德清品牌传播，故本项目由新华社具体承办才能保障德清城市品牌形象传播高质量开展，时效性、权威性及专业性上占有优势，故该项目无法由其他机构替代。
