本项目采购的商品房屋主要用主要用于南汇街道鱼鳞浃片区的拆迁安置，东至车站大道，南至温州大道，西至民航路，北至双龙路范围内，对所需求的商品房屋地点、房屋面积、户型要求、套数以及安置时间等存在特殊要求；
由温州龙宇置业有限公司建设的“温州市核心片区南浦单元鱼鳞浃街坊F-13地块项目”地址位于温州市鹿城区南汇街道“温州市核心片区南浦单元鱼鳞浃街坊F-13地块”，该项目建设地点符合本项目安置地点所需的范围要求，为目前唯一能提供满足本项目商品房屋地点、房屋面积以及安置时间等需求的商品房屋的供应商。
专家论证意见：结合该项目内容及要求，论证专家一致认为该项目要求具有特殊性、唯一性，根据《中华人民共和国政府采购法实施条例》及《中华人民共和国政府采购法》第三十一条第1项规定，可以采用单一来源方式向供应商温州龙宇置业有限公司进行采购。
