采用单一来源采购方式的原因及说明：为进一步打响“名城绍兴 越来越好”品牌，更加全面立体宣传好绍兴，经研究决定，在总台央广投放绍兴城市形象宣传片（广播版）。继续在中央广播电视总台中国之声频率《新闻和报纸摘要》节目后，开展绍兴城市形象宣传活动。
绍兴市传媒集团有限公司拥有北京央电传媒广告有限公司的广告代理权，本次绍兴在央视的城市形象宣传活动投放段位：中国之声频率《新闻和报纸摘要》节目后60秒（6:59-7:00）插播广告，均由该公司代理。
绍兴市传媒集团有限公司是浙江省首家实施报业和广电融合改革的地市级新闻媒体，是绍兴地区最具影响力、最权威的宣传媒体、最具有竞争力的新型主流媒体，已获得北京央电传媒广告有限公司上述投放段位的授权书。同时该公司对市委、市政府推进文化发展的工作举措及绍兴当地文化发展成果了解更为深入，各方面资料素材更为丰富，且15秒绍兴城市形象宣传片（广播版）由市传媒集团负责制作，该公司与总台央视已开展多方面合作，具有良好的合作基础，可以为此次央广投放提供更为全面的保障。
鉴于上述情况，为保证项目的顺利开展和项目的延续性，根据浙江省财政厅关于进一步规范政府购买服务采购管理的通知（浙财采监[2021]2号）“四、公共服务项目符合以下情形之一的，可以采用单一来源采购方式：（三）其他属于《政府采购法实施条例》第二十七条规定的具有特殊要求导致只能从某一特定承接主体处采购的公共服务项目。”“绍兴城市形象央广宣传”项目建议向绍兴市传媒集团有限公司以单一来源方式进行采购。
