3.1投标人资质要求：
（1）中国境内独立法人资格、具有有效的营业执照；
（2）须为中国银行间市场交易商协会网站公布的具有非金融企业债务融资工具主承销商资格的金融机构或其分支机构。
3.2投标人未被合肥市及其所辖县（市）、区（开发区）公共资源交易监督管理部门记不良行为记录；或被记不良行为记录（以公布日期为准），但同时符合下列情形：
（1）开标日前（含当日）6个月内记分累计未满10分；
（2）开标日前（含当日）12个月内记分累计未满15分；
（3）开标日前（含当日）18个月内记分累计未满20分；
（4）开标日前（含当日）24个月内记分累计未满25分。
