采用单一来源采购方式的原因及说明：根据学校“十四五”规划建设和教育部《普通高等学校图书馆规程》要求，以及学校学科定位、人才培养定位的要求，图书馆以图书文献信息资源数字化、服务功能智能化建设为重点，积极加快数字信息资源共享平台和智慧型图书馆建设，并已实现从传统图书馆到数字图书馆的转变。图书馆数字信息资源建设可以积极有效地促进学校教学科研工作，可以显著提高学科建设、科研水平和学生综合素质与实践创新能力，提高师生的信息素养和意识，为学校办学综合实力的提升奠定坚实的基础。数字资源是高校开展学科建设、教学研究的重大支撑保障，进行多个学科和功能层面的数据库建设，以确保图书馆的信息资源能兼具社科研究和财经专业。该平台是通过移动端小程序，资源整合、大数据分析、第三方评估、云阅读的全民阅读创新服务综合服务平台。能够为学校图书馆的公众号吸粉，提高馆藏数字资源利用率，能增加与其他单位的合作形式，并对数字阅读资源的采购提供决策依据，提高图书馆的影响力。此平台已稳定使用多年，本次采购能保证师生使用的延续性和连续性。
数据库的唯一性和单一性说明：
《数字阅读平台》定位于全民阅读推广的资源库。
该库通过“解读书”、“浓缩书”、“微书课”、“视频荐书”等方式，在8-30分钟内完成一本书的图书解读，快速引导读者阅读体验，且专门为图书馆进行服务。导读超过3000本图书，目前尚属国内唯一。
《数字阅读平台》是国内唯一以“中国好书”品牌图书为主题的导读厂商，弘扬社会正能量，传播优秀传统文化，推动精神文明建设。每本书还有名家录制音频导读，引导读者参与阅读、帮助读者养成深度阅读习惯。通过创新的阅读模式，对传统阅读方式是高效有益的补充。
该库基于新媒体传播技术的学习平台，在界面美观、使用习惯、用户体验上都是首屈一指。图书、听书、课程、视频资源都可方便快速生成二维码，引导并且激励读者。可实现电脑、手机及PAD等终端的自适应界面在线阅读与观看。平台内容有正规的授权书，具备独有的知识产权，获得国家信息安全二级等保。
数字阅读平台是基于小程序端应用的移动阅读平台，它可以实现数字资源整合、大数据分析、读者运营管理等功能，是真正属于图书馆自有的一个全民阅读服务的综合数字平台。该平台可实现线上线下活动服务，在增强读者体验感的同时加强了全民阅读服务。目前该数字平台尚无其他替代产品，具有唯一性。
鉴于以上原因，依据《中华人民共和国政府采购法》第三十一条规定“（一）只能从唯一供应商处采购的”及《中华人民共和国政府采购法实施条例》第二十七条规定“系指因货物或者服务使用不可替代的专利、专有技术，或者公共服务项目具有特殊要求，导致只能从某一特定供应商处采购。”该项目适用于单一来源采购方式进行采购。
