采用单一来源采购方式的原因及说明：据了解自治区厅局单位、周边地州市及哈密市使用的办公软件全部是金山WPS Office。伊州区各单位及下属三级单位（区本级、乡镇、村）历史采购也是办公软件也是WPS Office，伊州区2019-2022年期间电脑设备替换中采购中使用的也是WPSOffice 。更换办公软件会造成格式不兼容、使用人员不习惯、培训困难等负担。各单位在历史日常办公中产生大量WPS格式文件，为确保各单位日常工作能正常对接自治区上级部门及下属区县，日常公文处理不存在兼容问题，故而选择金山WPS Office办公软件，使用单一来源方式进行采购。
