采用单一来源采购方式的原因及说明：平阳县科学技术局计划租用乔治白新厂园区内的 E、F、G、H幢厂房车间及食堂二楼、三楼，合计面积约1.77 万平方米，用于打造建设示范孵化基地，场地租金经温州德诚资产评估有限公司市场评估，每年租金为 376.5832 万元。采购预算金额990万元，合同期限3年。
经项目介绍、专家咨询，专家小组在分析研究基础上具体论证意见如下:
根据《平阳时尚智造示范孵化基地项目建设方案》 (平政办[2023]44号)文件精神，乔治白新厂园区基础设施较为完善、物理空间较为理想、二次装修成本较低，产权清晰，具有不动产权证，临交通主干道，交通条件较优，适合于打造建设示范孵化基地。
因此，符合《政府采购法》第三十一条“符合下列情形之的货物或者服务,可以依照本法采用单一来源方式采购:（一）只能从唯一供应商处采购的；”。故昆阳镇乔治白休闲服饰生产基地 E、F、G、H幢生产空间及食堂年租赁项目采用单一来源采购方式，供应商为浙江乔治白服饰股份有限公司。
