一、招标条件Tendering Conditions

东非原油外输管道EPC项目招标人为中石油管道局坦桑尼亚国家公司，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件。The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.

二、项目概况与招标范围Project Overview and Tendering Scope

2.1项目概况Project Profile

东非原油外输管道EPC项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主为道达尔勘探开发公司（上游，联络线部分）与道达尔东非中游公司。计划工期为27个月。

East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

The sample drawing of the Ductile iron grating and Cover is provided in the MTO; the final drawing shall be subject to the client's approval after the bid is awarded.

2.3 交货地点 Delivery place

1.中国投标人Chinese bidders：

天津港/上海港人民币交货价（含13%增值税）

RMB delivery price at Tianjin or Shanghaiports inChina(Including 13% VAT)

2.国外投标人（非属地）International bidders(Outside China and LOCAL bidders)：

A包，CIF货交坦桑尼亚达累斯萨拉姆港；B包，CIF货交肯尼亚蒙巴萨港,美元价格。

PACKAGE A SHALL QUOTE CIF DARES SALAAM PORT, TANZANIA USD PRICES.

PACKAGE B SHALL QUOTE CIF MOMBASA PORT, KENYA USD PRICES.

3.乌干达合格属地投标人：LOCAL BIDDERSOF UGANDA:

乌干达现场DDP(Plot 57 Bugahya Block 8 at Bulemwa,YESIIGA VILLAGE,HOIMA,UGANDA)美元价格，乌干达属地投标人可只参与B包投标。如果同时参与A包，A包将按照国际投标人考虑。针对属地投标人，允许分包授标。

DDP (Plot 57 Bugahya Block 8 at Bulemwa,YESIIGA VILLAGE,HOIMA,UGANDA) USD price, Ugandan bidders can only participate in Package B bidding. If participating in Package A at the same time, Package A will be considered as an international bidder. For local bidders, separate Packageawarding is allowed.

2.4 交货期 Delivery time

供货商提供最短交货期。

The supplier shall provide the shortest delivery time .

三、投标人资格要求Bidder qualification requirement

3.1本次招标不接受联合体投标。

Bids from joint venture are not accepted.

3.2投标人须具有独立法人资格，在法律和财务上独立、合法运作并独立于招标人（招标代理机构）的制造商。

3.2The bidder must have independent legal personality, legally and financially independent of the manufacturerthat operates legally and independently of the tenderer (tendering agency).

3.3投标人需有相应供货业绩合同，不限数量，业绩表中产品的性能、技术参数应能适用或接近MTO中的技术要求。业绩表应包括工程名称、产品规格型号及主要技术参数、供货数量、使用地点、签订合同时间、有效业绩合同及合同发票复印件（提供的合同复印件至少应包括：封页；签字盖章页；合同中包含买方名称、物资名称、规格型号及技术参数、供货数量、签订时间的关键页；合同发票复印件至少应包括与合同对应的1张发票）。

The bidder must have a corresponding supply performance contract, with no limit on quantity, and the performance and technical parameters of the products in the performance sheet should be applicable to or close to thetechnical requirements in MTO. The performance table should include the project name, product specifications and main technical parameters, supply quantity, use location, contract signing time, valid performance contract and contract invoice copy (the provided contract copy should at least include: cover; Signature and seal page; The contract contains the buyer's name, material name, specifications and technical parameters, supply quantity, and signing time. The copy of the contract invoice should include at least one invoice corresponding to the contract).

3.4投标人提供ISO相关体系认证（有效ISO9001、45001、18001）及相关企业资质（包括但不限于营业执照或注册证书等）, 具有与本招标项目相应的供货能力，投标人需在投标文件中如实写明中标后该批货物的生产品牌，生产地址，如生产、制造加工基地；

The bidder shall provide ISO9001、ISO45001、ISO18001related system certification and relevant enterprise qualifications (including but not limited to business licenses or registration certificates, etc.), and have the corresponding supply capacity of this bidding project.

3.5如投标人为中国注册的制造商的,须在“国家企业公示系统”网站（ style="box-sizing: inherit;">3.5If the bidder is a manufacturer in China, it must not be included in the list of abnormal business operations and the list of serious illegal and untrustworthy enterprises on the website ( of the "National Enterprise Credit Information Publicity System"; The bidder, legal representative or responsible person has not been listed as a dishonest person subject to enforcement by the people's court on the "Credit China" website ( From January 1, 2022 to the bidding deadline, the bidder or his legal representative (person in charge of the unit) has not committed any criminal acts of bribery (check on the website (.cn) of the "China Judgment Documents Network").

3.6投标人近三年在中国石油天然气集团有限公司/中国石油管道局工程有限公司所属项目中无重大质量事故、安全事故，且与CPP无法律纠纷，需提供承诺函。如制造商为中石油库内供应商，能源一号网入网状态应为：“正常”（针对入网企业）。”

3.6The Bidder shall have no record of major quality incidents or safety accidents in projects affiliated with China National Petroleum Corporation/China Petroleum Pipeline Engineering Co., Ltd. over the past three years, and shall have no legal disputes with CPP. A Letter of Commitment shall be provided. If the manufacturer is a supplier within CNPC’s supplier database, its enrollment status on Energy One Network shall be "Normal" (for enrolled enterprises).

3.7财务要求：

中国境内的投标人应财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；投标人需承诺不存在进入清算程序、被宣告破产或其他丧失履约能力的情形（投标人需在其投标文件中提供无上述情形的承诺函）。投标人须提供2024年度的经第三方审计的资产负债表、现金流量表、利润表（投标人须提供经第三方审计的证明材料，如：审计单位盖章的审计报告的关键页）。

中国境内及境外的投标人，需在其投标文件中提供如下承诺：我公司财务状况良好，资产负债率小于100%，没有处于财产被接管、破产或其他关、停、并、转状态；我公司不存在进入清算程序、被宣告破产或其他丧失履约能力的情形。如我公司中标，招标人有权在合同签订前审查我公司的财务状况（含财务审计报告），若发现我公司存在上述情况或风险，招标人有权取消我公司的中标资格。

Bidders in China should be in good financial condition (of which the asset-liability ratio is less than 100%) and have not been in a state of property takeover, bankruptcy or other closure, suspension, merger or transfer; The bidder must promise not to enter liquidation procedures, be declared bankrupt or lose the ability to perform the contract (the bidder needs to provide a letter of commitment without the above circumstances in its bidding documents); Bidders must provide financial statements for 2024 (must be signed and sealed by a certified public accountant). Financial statements should at least include: including balance sheet, cash flow statement, and income statement. If our company wins the bid, the bidder has the right to review our company's complete financial report and financial situation before signing the contract, and if it is found that our company has the above situation or risks, the bidder has the right to cancel our company's bidding qualifications.

五、投标文件的递交Submission of Bidding Documents

Bidding documents shall be composed of two components, “Technical proposal” and “Commercial proposal”

The Technical proposal shall be submitted to biddingtechnical4@ 9:00 AM (Abu Dhabi Time),12 Feb 2026.

To enhance confidentiality, the deadline for password submission is 30 minutes after the deadline for document submission. It is recommended that you provide the password within 30 minutes after the document submission deadline (you may use the "scheduled send" function of your email to set the time for the email to be sent).

The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of designated email ID.
