（1）供应商应为中华人民共和国境内（不含香港、澳门、台湾地区）法律上和财务上独立的法人或非法人组织，合法运作并独立于采购人和采购代理机构。
（2）供应商的法定代表人或单位负责人为同一人或者存在控股、管理关系的不同供应商，不得参加同一标包响应或者未划分标包的同一采购项目响应。
（3）供应商的股东为自然人，且完全一致的不同单位，不得参加同一标包响应或者未划分标包的同一采购项目响应。
（4）供应商的高级管理人员（包括法定代表人/单位负责人、公司董事长、公司副董事长、公司总经理、公司副总经理、公司总会计师/公司财务总监）为同一人或存在交叉任职的不同单位，不得参加同一标包响应或者未划分标包的同一采购项目响应。
（5）供应商应能够开具增值税专用发票，并承诺成交后向采购人开具符合采购人要求的增值税专用发票。
（6）本次比选不接受联合体响应。

（6）与本采购项目的监理人或代建人或采购代理机构同为一个法定代表人的；
（7）与本采购项目的监理人或代建人或采购代理机构相互控股或参股的；
（8）与本采购项目的监理人或代建人或采购代理机构相互任职或工作的；
（9）被依法暂停或取消响应资格的；
（10）被责令停产停业、暂扣或者吊销许可证、暂扣或者吊销执照；
（11）进入清算程序，或被宣告破产，或其他丧失履约能力的情形；
（12）在最近三年内（自2023年1月1日起）被相关行业主管部门或司法机关认定有骗取成交、严重违约、重大工程质量或者重大工程安全问题（以相关行业主管部门的行政处罚决定或司法机关出具的有关法律文书为准）的；
（13）在最近五年内（自2021年1月1日起）被判处单位行贿罪，且行贿行为与采购活动相关的（以“中国裁判文书网”的生效判决为准）；
（14）在最近五年内（自2021年1月1日起）被判处合同诈骗罪的（以“中国裁判文书网”的生效判决为准）；
（15）被最高人民法院认定为失信被执行人的（以“信用中国”网站（
（16）被中国铁塔股份有限公司列入全国或湖北省“禁止交易企业名单”的；
（17）被中国铁塔股份有限公司列入同类产品/同类服务“中国铁塔全国级或公司级或湖北省供应商黑名单”，且在有效期范围内的；
（18）在中国铁塔股份有限公司供应商分级评价中被判定为同类产品品类淘汰供应商（D级），且处于禁止参与中国铁塔全国或湖北省范围该产品类别新的采购活动有效期内的；
（19）供应商同类产品合同执行过程中发生生产安全事故，响应截止时间前尚未出具事故责任认定报告的，不得参加生产安全事故发生地所属地市标包响应或者未划分标包的同一采购项目响应；
（20）供应商非集中采购项目被认定存在一般负面行为，不涉及整改，或整改不合格或恢复合作后再次被认定存在一般负面行为，被处以禁止与中国铁塔开展相应地域（湖北省）充分竞争采购领域非集中采购项目产品合作，且在有效期内的；
（21）因撤销响应文件，被处以禁止与中国铁塔开展相应地域（全国或湖北省）充分竞争采购领域同类产品合作，且在有效期内的。
3.3供应商资质要求
供应商须同时具备以下有效的资质证书：
①建设行政主管部门颁发的安全生产许可证；
②建设行政主管部门颁发的通信工程施工总承包三级或以上资质。
注：如供应商已根据《住房城乡建设部办公厅关于做好有关建设工程企业资质证书换领和延续工作的通知》(建办市〔2023〕47号)、《住房和城乡建设部关于印发建设工程企业资质管理制度改革方案的通知》(建市〔2020〕94号)的规定换领相应专业等级资质证书，则按照相应资质管理规定和资质标准认定供应商资质。
3.4人员要求
（1）企业主要负责人应当取得通信主管部门颁发的有效的安全生产考核合格证书（A类）；
（2）项目负责人1人：应当取得通信主管部门颁发的有效的安全生产考核合格证书（B类）；
（3）专职安全生产管理人员不少于1人：应当取得通信主管部门颁发的有效的安全生产考核合格证书（C类）；
（4）供应商须承诺本单位按照国家相关法律法规要求配备注册安全工程师。
上述人员资格证书中涉及注册/所在单位的应与供应商一致。
3.5供应商业绩要求
供应商具备2023年1月1日至响应截止日在中华人民共和国境内类似项目业绩。
（注：所有业绩证明提供合同关键页（包括但不限于封面、金额页、标的页、签章页等）的扫描件及结算单据；如是单项合同，需提供单项合同关键页及结算单据；如是框架合同，需提供框架合同关键页、订单及结算单据。结算单据包含发票或往来银行凭证。 单项合同以合同签订时间为准，框架合同以订单日期为准；单项合同以合同含税金额进行计算，框架合同以合同项下的订单含税金额累计值进行计算。）
