Qualification Requirements for Bidders5.1 The Respondent shall possess the relevant qualifications and experience in similar projects and shall have the capability to provide the services required under this procurement project.5.2 The Respondent shall be an enterprise legally registered in the People's Republic of China with independent legal person status and the capacity to independently assume civil liability.5.3 The Respondent shall have a sound financial accounting system and good financial standing.5.4 The Respondent shall have no record of major violations of laws or regulations, including fraudulently obtaining a contract award or serious breach of contract, during the past three years.5.5 The Respondent shall have a good record of paying taxes and social security contributions in accordance with the law.5.6 The Respondent shall possess the equipment and professional technical capabilities necessary to perform the contract.5.7 During the three years preceding participation in this procurement activity, the Respondent shall not have been listed as a judgment debtor subject to enforcement for failure to comply with a court judgment. Where consortium bidding is permitted, none of the consortium members shall have been listed as such.5.8 Consortium bids are NOT accepted for this procurement.5.9 Other specific requirements are set out in the announcement and procurement documents available on the Inspur Electronic Procurement Platform.6. Obtaining the Negotiated Procurement DocumentsInterested bidders shall log in to the Inspur Electronic Procurement Platform ( to download the electronic procurement documents from 12:00:00 on August 21, 2026 to 14:30:00 on August 24, 2026 (Beijing Time).7. Submission and Opening of Quotation Documents7.1 The deadline for submission of quotation documents (the bid submission deadline, the same hereinafter) is 14:30:00 on August 24, 2026. Respondents shall submit their electronic quotation documents through the Inspur Electronic Procurement Platform ( before the deadline.7.2 Any quotation documents submitted after the deadline will be rejected by the electronic procurement platform.7.3 The quotation opening will commence at 14:30:00 on August 24, 2026. Respondents shall participate in the quotation opening activity on time and complete the online check-in. Failure to check in shall be deemed acceptance of the quotation opening record, and any subsequent objection shall be deemed invalid.8. Publication of the AnnouncementThis procurement announcement is published simultaneously on the Inspur Electronic Procurement Platform ( and the Sunshine Procurement Service Platform ( shall respond to the procurement project and confirm their participation before 14:30:00 on August 24, 2026.
