一、招标条件

本招标项目河北新大东纺织有限公司设备更新改造项目已由河北晋州经济开发区行政审批局以晋开审技改20250509008批准建设， 项目业主为河北新大东纺织有限公司，建设资金来自政府,企业，出资比例为政府15%;企业85%，招标人为河北新大东纺织有限公司。项目已具备招标条件，现对该项目进行公开招标。

二、项目概况与招标范围

2.2招标范围：河北新大东纺织有限公司设备更新改造项目—新增剑杆织机10套。（具体内容详见招标文件第五章招标人要求）

三、投标人资格要求

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：投标人须具备独立承担民事责任的能力，具备履行合同所必须的设备、人员和专业技术能力；非制造商投标，需提供有效的产品授权书。

3.1.2 财务要求：投标人须具备履行合同的财务能力（提供承诺函，并对其真实性承担法律责任）。

3.1.3 信誉要求：投标人在“信用中国 ”系统中未被列入失信被执行人名单、重大税收违法失信主体、政府采购严重违法失信名单；投标人在“ 国家企业公示系统 ”中未被列入严重违法失信名单（投标文件中无需附查询截图，以开标当日现场查询结果为准）。

3.1.4 其他要求：（1）与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标；（2）单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。
